Powered Block only: each stack adds 1 Block to Block that is flagged as powered, from cards and from monster moves.
From a card: the card's owner must hold the Dexterity, so Block your cards give to allies or Osty also gets your bonus.
No card: the target itself must hold it, which is how monsters use it.
Can go negative: the power disappears when it reaches exactly 0.

Unpowered Block skips it: Crimson Mantle, Feel No Pain, Danse Macabre and Curl Up all give flat amounts. The Expertise rider on Mad Science grants 2 Dexterity along with 2 Strength. A negative value cuts every card's Block by that much.
