No Block
While it lasts, Block from your cards is multiplied by zero. Only Block that comes from a card and scales with powers is affected; relics, potions, orb passives and unpowered sources like Plating keep working. It loses a stack at the end of every enemy turn, so the 2 stacks from Panic Button cover the turn it is played and the next one.

Cards that apply No Block

You cannot gain Block from cards for 2 turns.
Exhaust.

Notes
Panic Button grants its 30 Block (40 upgraded) before the debuff is applied. Enemy moves have no card source, so a monster's own Block is never blocked by it. Stacks add, so a second Panic Button extends the lockout rather than resetting it.
Rules and timing
It loses 1 stack at the end of the enemies' turn, whoever has it.
