It is a permanent raise to the pool, not a start of turn trigger. Upgraded it gives 2, taking you to 5 Energy a turn. It costs 2, so it repays itself two turns later.

When to take Pyre

One of the Ironclad's strongest Rares in Act 1 or 2, when fights run five or more turns and you can spend the extra Energy. Skip it late in Act 3.
