It is playable only while your draw pile holds zero cards, and it glows gold when that is true. Nothing else matters: the discard pile can be full, and it costs 0. It hits ALL enemies for 60, or 75 upgraded. The draw pile refills the moment any draw effect needs a card and reshuffles the discard pile, so play it before you draw again.
When to take Grand Finale
Draft it only for a small Silent deck that empties its draw pile most turns, where it ends fights against hallways and elites alike. It is dead weight in a 30 card deck.
