It starts in your Hand every fight and deals damage equal to the number of cards in your Draw Pile at the moment it is played, as one hit that Strength adds to. On turn 1 of a 20-card deck with 5 drawn it is 15 damage. Every draw shrinks it and every shuffle restores it. Upgrading keeps the Innate and drops the cost from 1 to 0.

When to take Mind Blast

Take it for a big deck, since at 30 cards it is huge free damage on turn 1, better than most Rares, and Innate guarantees you see it. Thin combo decks that draw hard get little from it.
