Every second combat: the second, fourth, sixth and so on, the card reward gets an extra option.
The extra option: one Power generated at the reward's normal rarity odds, chosen first from Powers not already on offer.
Combat rewards only: not rewards created by relics or events.- The counter: is shown on the relic.
Stops appearing: from the Act 3 chest onward, floor 41 solo, 38 in multiplayer, and a brand-new Ironclad on a first run never sees it.

When to take Lasting Candy
Take it in Act 1 in any deck that wants Powers, especially Defect and Ironclad. A four-card reward with a guaranteed Power roughly doubles how often the one you want shows up.
