Each throw is its own application, so effects that trigger per Poison application fire three or four times. The target is random even when you would rather focus one enemy.
When to take Bouncing Flask
Take it for a Silent Poison deck from Act 1 on, since it is one of the biggest Poison chunks per card. Upgrade it soon, the fourth throw adds more Poison and another trigger.
