Upgraded it starts at 2, so your next two Skills double. Attacks and Powers are ignored and do not consume it. You pay the Skill's cost once.
When to take Burst
Take it once your deck has a Skill worth doubling, such as big Poison, Nightmare or a large Block card. This Rare is worth it from Act 1 in a Poison deck, and the upgrade doubles it.
