Each card you discard during your turn deals 3 damage to a random enemy, one roll per card, so discarding four cards is four separate 3-damage hits that can land on different targets. The damage is unpowered, so Strength does not add to it. Only discards that happen during your own turn count.

When to take Tingsha

Take it once you own three or more discard cards, and treat it as a reason to draft more of them. A hand-dump card then turns into a small area attack every turn.
