Potions always appear in combat rewards.
Every combat reward you receive, from normal, Elite and Boss rooms alike, includes a potion. Normally the game rolls a 40% base chance that rises 10% after each miss and falls 10% after each hit, with a bonus in Elite rooms; this relic answers that roll with yes. It stops being offered from the Act 3 treasure chest onward, floor 41 solo or 38 in multiplayer.

When to take White Beast Statue
Best picked up in the first act or two, since from there on nearly every fight hands you a free potion. Late, with both slots full, it just makes you discard one.
