On pickup it shuffles the Attacks in your deck that can still be upgraded and upgrades the first 2. Strikes count, so in a starter deck they eat most of the rolls. Fewer than 2 candidates means fewer upgrades, and a fully upgraded deck gets nothing. It resolves once on pickup and cannot be traded.

When to take Whetstone
A strong buy once your deck holds few Attacks, all keepers, but weak while five Strikes still clutter the pile. It turns Bludgeon's 32 damage into 42.
