On pickup it rolls one card from your character's own pool, restricted to Rare rarity with uniform odds among them, and adds it straight to your deck. The roll is explicitly made without the usual chance to arrive Upgraded. You do not get a choice; whatever comes out is yours.

When to take Arcane Scroll
A Neow offer, take it when your Rare pool is deep in cards you would happily draft blind and the other offers are only Gold or stat bumps. A gamble, but often defines a deck.
