Whenever you apply a debuff to an enemy, they take 13 damage.
Sleight of Flesh is the Necrobinder's Power Sleight of Flesh. Each time you put a debuff on an enemy, that enemy takes damage equal to the stack, 9 from the base card and 13 upgraded. The trigger is per debuff application, so a card that applies Weak and Vulnerable together deals it twice, and three debuffed enemies each take it. The damage is flat and ignores Strength.

Notes
What counts as a hit
Every change: the check is on the amount changing, so adding stacks to an existing debuff counts again, and each Doom or Poison application is a hit.
Excluded: temporary powers such as the Shackling Potion marker are excluded.- Must be you: you must be the applier.
Reaper Form: under Reaper Form every damaging Attack applies Doom in your name and so deals Sleight damage too, but that damage is unpowered, so it does not feed back into Reaper Form.
