Every card in your hand that can still be upgraded gets its upgrade on the spot.- The change lives on the combat copy: a card stays upgraded when you play it, discard it and draw it again later in the same fight, but your deck is untouched once the fight ends.
- Cards already upgraded, and tokens that cannot be upgraded, are skipped.
Despite the name it has nothing to do with the Regent's Forge.

When to take Blessing of the Forge
Drink it on turn 1 of a boss with a full hand, since its value is every unupgraded card times the turns left. Strongest in Act 1 before much is upgraded.
