Monarch's Gaze

Whenever you attack an enemy, it loses 1 Strength this turn.
After every powered attack hit you land, the target receives a temporary Strength loss equal to the stack count that lasts until the end of its turn. It fires per hit, so a multi-hit card strips Strength several times. Monarch's Gaze applies 1 stack and costs 2, or 1 upgraded. Only your own hits count.

Notes
The loss arrives as a separate debuff, Monarch's Gaze (strength down), and the Strength is refunded when the enemy's turn ends, so each turn's total depends on how many times you hit. A Sovereign Blade with repeats is a natural partner. Unpowered damage such as Panache blasts does not trigger it.
Rules and timing
It only counts damage from Attack cards and enemy attacks. HP loss and damage dealt by relics, potions and other powers do not count.
