The shared bookkeeping for every next-turn Energy card. After your Energy refills at the start of your next turn, you gain Energy equal to the stacks and the power removes itself. Sources add together: Charge Battery (1), Refine Blade (1), Convergence (1), Delay (1, 2 upgraded), Hegemony (2, 3), Invoke (2, 3), Scavenge (2, 3), Outmaneuver (2, 3) and Relax (2, 3).

Notes

It is a separate gain after the reset, so it is not capped by your maximum. It does not tick down on its own; it simply waits for the next reset. Extra plays of these cards, from Duplication for example, apply the power twice.
