The first 3 cards drawn each turn are Afflicted with Bound.
Queen: the Glory boss, puts this debuff on every player with her opening Puppet Strings move, at 3 stacks.
Each turn: the first cards you draw, up to the stack count, are afflicted with Bound.
One Bound play: once you play one Bound card, the game refuses to play any other until the turn ends.
End of turn: all Bound marks are cleared and the count resets.

Notes
Only draws made during your own turn count, and only cards the affliction can attach to. The counter reads the combat history, so cards drawn by effects later in the turn are safe once three have been marked. With a 5-card draw, three cards are Bound and you pick one of them plus the other two. It never decays; it lasts the whole fight.
Changes by version
- Changed History Course relic: when it auto-plays a copy of a Bound card, it no longer counts towards Chains of Binding's one-Bound-card limit that turn
- When playing Hellraiser card against the Queen boss, Strikes are now auto-played before Chains of Binding power afflicts them with Bound, meaning they no longer count as the Bound card played this turn
- Changed Queen: Chains of Binding power can now also afflict Curses and Statuses with Bound
