Stratagem comes from the Colorless Power Stratagem, which costs 1, or 0 upgraded, and gives 1 stack. Whenever your draw pile is shuffled during combat, a selection screen opens on the new draw pile and you choose that many cards to move straight into your hand. Two copies mean two picks per shuffle.

What counts as a shuffle
While it is in play: only shuffles that happen while the power is in play count, so the opening shuffle of a fight is missed.
Usual trigger: the usual trigger is running out of cards to draw, which reshuffles your discard pile.
Small decks: small decks and heavy draw shuffle often and get the most picks.- Mid-draw: the chosen cards go to hand on top of whatever draw was in progress, which can put a key card in reach mid-turn.
