Storm is the Defect Power Storm, 1 stack per play or 2 upgraded. When you play a Power card, it notes your Storm stacks at that moment, and once the card finishes resolving it Channels that many Lightning. Lightning hits a random enemy for 3 at end of turn and for 8 when Evoked, before Focus.

The snapshot rule

First play channels nothing: playing Storm itself Channels nothing, because it had 0 stacks when it started, and a second Storm only Channels for the stacks you had before it, not the one it adds.
Teammates: Powers played by teammates do not count.
Full orb row: Channeling with a full orb row Evokes your first orb to make room, so Storm can chain Evokes in Power-heavy turns.
Pairs with: it pairs naturally with Thunder and Subroutine.
