Paper Cuts
Whenever a powered attack hit from the owner deals unblocked damage to a player, that player loses Max HP equal to the stack count. It fires per hit. The Scroll of Biting carries 2 stacks, so an unblocked Chomp for 14 (16 on Deadly Enemies) costs 2 Max HP and a two-hit Chew for 5 each (6) costs up to 4.

Even 1 point slipping through triggers it, so block each hit fully or not at all. Hits that Osty absorbs do not count, since the target must be a player. Scrolls appear in packs in Glory with 30 to 37 HP each (33 to 39 on Tough Enemies), so killing them fast is the real defense.
Rules and timing
It only counts damage from Attack cards and enemy attacks. HP loss and damage dealt by relics, potions and other powers do not count.
