Every 3 times you apply Poison, deal damage to ALL enemies.
It counts every time you apply a positive amount of Poison to any creature, one count per target regardless of the amount. At 3 counts it deals damage equal to the stack count to all enemies, unpowered so Strength adds nothing, and the surplus carries over. The icon shows the current count. Outbreak gives 11, or 15 upgraded.

Notes
The power's own static text says 10, but the card and the code use 3. Multi-target Poison counts once per enemy: Haze on three enemies is three counts, and Bouncing Flask is three on its own. Poison ticking down is a negative change and never counts. A second Outbreak adds to the damage.
