Your normal hand draw at the start of each turn is raised by the stack count. It modifies the draw number itself rather than adding a separate draw, so the extra cards arrive together with the rest of your hand. Machine Learning grants 1 stack and its upgrade makes the card Innate, so it can be played on turn 1 and pay out from turn 2.

Because it adjusts the same number that Mind Rot lowers, the two offset each other. No Draw does not stop the hand draw, so the bonus still arrives after a Battle Trance turn. Stacks add, so a second copy means 2 extra cards per turn.
