Your hand draw at the start of each turn is reduced by the stack count, never below zero. It comes from the Knowledge Demon, the boss of the Hive, whose first Curse of Knowledge makes each player pick between Disintegration and Mind Rot; choosing Mind Rot applies 1 stack on the spot.

Notes
The power lives in the combat, not in your deck, so it ends when the fight does. The Mind Rot card can never be generated randomly and cannot be upgraded. Because it modifies the draw number, extra-draw powers like Machine Learning cancel it, and draw from card effects during the turn is untouched.
