Next turn: before the normal hand draw, the game reshuffles if the draw pile is empty, opens a selection screen over the draw pile and lets you choose exactly that many cards for your hand.
Then: the power removes itself.

The chosen cards arrive on top of the regular draw, not instead of it, so you begin the turn with 5 plus the picks. Playing the card twice in one turn stacks to 4 picks. The search runs before the draw, so it only sees the draw pile as it stands at turn start; last turn's discards are reachable only if a reshuffle was needed.
