Vulnerable enemies take additional damage.
Cruelty, the Ironclad rare power, gives 25 stacks (50 upgraded). Vulnerable multiplies powered attack damage by 1.5. When the attacker has Cruelty, the stacks divided by 100 are added to that multiplier: 1.75x at 25, 2x at 50. Only your own attacks count, only against Vulnerable targets, and only card and move damage; unpowered damage from potions or relics ignores it.

Notes
The bonus is additive with Paper Phrog, which adds 0.25 first, so Phrog plus base Cruelty is 2x. Debilitate on the target is applied last and doubles the whole bonus over 1, so Cruelty at 25 becomes 2.5x. A second copy adds another 25 stacks.
