Example: a 12-damage swing becomes 9, and a multi-hit move loses that much per hit.- Non-Attack effects and Unpowered damage are unaffected, and Artifact negates it.

When to take Weak Potion
A defensive potion for the one big hitter you cannot fully block, its three turns cover a whole damage phase. Tracking turns it into a double-damage window.
