It unlocks The Silent as a playable character. The Standard character list hides her until the epoch is opened, so visit the Timeline after your first run rather than starting a second Ironclad climb. Finishing any run as the Silent then unlocks the Regent through Anomalous Planet. Chapter 6 of 7 in the Silent story, Doors era (year 2,733).
How to unlock Fog Rolls In
Fog Rolls In unlocks together with Neow: opening Neow on the Timeline marks this epoch as obtained in the same step, and Neow itself arrives after your first finished run.
The Timeline's hover text describes it as finishing a run with the Ironclad, which amounts to the same thing for a new player, but a run with any character counts.
