Tangled comes from the Vine Shambler's Grasping Vines, an 8 damage hit (9 on Ascension 9) that leaves 1 stack.
On arrival it marks every Attack you own in combat as Entangled, and Attacks that enter combat later are marked too.
Each Entangled Attack costs 1 more Energy per stack for the rest of your turn.
At the end of your turn the power goes away and every mark is cleared.

Notes
Because the cost change lives on the marks, cards that already carry a different affliction are not marked and keep their price. The Shambler's cycle is Swipe (two hits of 6, or 7 on Ascension 9), Grasping Vines, then Chomp (16, or 18), so Tangled lands every third turn; plan Skills for that turn and Attacks for the others.
