At the start of your next turn, as your energy resets, you gain Stars equal to the stacks and the power removes itself.

Stacks from several cards pool into one payout. Because it fires on the energy reset, the Stars are already there when you draw your hand, so they can pay for a Star-cost card right away. It cannot fire on the turn it is applied, since that reset has already happened. Two Hidden Caches in one turn bank 6 Stars for the next.
