It does nothing by itself. Sovereign Blade checks the owner's Parry total and, after its attack lands, gains that much Block. The Block is a powered gain, so Dexterity adds to it. Parry gives 10, or 14 upgraded, and casts add together.

The blade only reads Parry while it is in a combat pile, and once Parry is up it counts as a Block-gaining card for effects that care. The all-enemy version from Seeking Edge still gains the Block. Repeats from Conqueror style buffs do not multiply the Block; it is granted once per play.
