It totals the Energy you spend on cards across the whole combat, and for every 4 Energy spent you gain Energy equal to the stack count. The icon counts down to the next payout and the total never resets between turns, so 3 spent one turn and 1 the next completes a cycle. Orbit gives 1 stack and costs 2, or 1 upgraded.

Notes
An X-cost card counts the amount actually paid. More stacks raise the refund, not the threshold. No Energy Gain wipes a refund that lands during its turn. Star costs are not Energy and do not count.
