Only Mad Science grants this: the event card built in Tinker Time when you pick the Power type and the Curious rider, giving 1 stack. Each stack lowers the cost of Power cards you own by 1, never below 0. Cards already at 0 or with X cost are skipped, since the reduction only runs when the original cost is above 0.

It checks the card's type when the cost is resolved, so generated Powers, like those from Creative AI, are discounted too. The other Power riders are Expertise (2 Strength and 2 Dexterity) and Improvement, and Tinker Time offers only two of the three, so Curious is not always on the menu.
