Resolving Bugs unlocks when you defeat the Act 3 boss as The Defect. The grant happens at the kill, mid-run, in Standard mode only.
Its slot is revealed by Booting Up, so it is on the Timeline from the moment the Defect is playable. It reveals no further slots. The Act 2 boss gives Hello!
Hello!; 15 Elite and 15 boss wins give Confrontation and Laser Beams.
