Spectrum Shift comes from the Regent Power Spectrum Shift, which costs 2 or 1 when upgraded and gives 1 stack. At the start of each of your turns, before you draw, the game generates that many random Colorless cards and adds them to your hand. The cards are picked from the unlocked Colorless pool, and when you have more than one stack the picks are distinct from each other.

Notes
The cards come from the combat generation random stream, so the same seed produces the same picks. They land in your hand just before your regular draw. Playing a second copy raises the stack to 2 cards a turn. It keeps working when your draw pile is empty, since the cards are created rather than drawn, and Colorless cards you already own are not excluded.
