While it has stacks you draw 1 extra card in every turn's hand draw, and it drops one stack at the start of each turn, so the stack count is the number of turns of extra draw remaining. Source: Clarity, an Uncommon potion that draws 1 card right away and then applies 3 stacks, giving one extra card on each of your next three turns.

Spread not a dump
It deliberately differs from Draw Cards Next Turn, which dumps all its stacks as extra cards on one turn and then disappears.
Clarity spreads a single extra card over several turns, and drinking two potions extends the run to six turns rather than drawing two extra at once.
The draw bonus belongs to the owner, so in multiplayer the potion's target gets the cards.
The stack ticks down after the draw it granted.
